Programme Planner

Location: South London

Start Date: 03 June 2019

End Date: Initial 6 months

Day Rate: up to £525 per day

You will work as part of the Programme Management Office team and will engage with the different stakeholders from the wider business as well as all programme projects / work streams. Outputs from this post will be used internally and externally at Programme and Portfolio levels and may also be used to feed external communications such as awareness campaigns and briefings.

  • Establishing and maintaining the Integrated End-2-End Programme Plan
  • Holding teams accountable for regular updates to the Project and Programme plans
  • Maintain Programme dependency and milestones tracking to feed Programme reporting
  • Generating Management Information (MI) reports
  • Provide planning guidance and support to all workstreams
  • Establish and maintain a standard set of reporting tools and templates in line with Programme governance needs.
  • Drive the adoption of Planning and Reporting standards across the Programme

Skills / Experience:

  • Experience of working as an experience Programme Planner on large scale, complex IT programme(s).
  • Extremely proficient in MS Project including dependency management and critical path tracking although Primavera P6 planner with MS Project skills will be considered,
  • Experience of driving multiple suppliers to ensure the master, Programme plan (and associated reporting artefacts) are provided in line with regular governance cycles,
  • Experience in generating Management Information (MI) reports, ideally automatically, for multiple audiences including project reviews, programme delivery review, leadership team and board executives
  • Excellent written and verbal communication skills, providing effective summaries & briefings for all stakeholders including material which could be used for external audiences,
  • Ability to be proactive, and able to work in a fast-paced environment, managing their own time and priorities effectively,
  • Strong interpersonal skills and the ability to build effective relationships with colleagues at every level within an organisation
  • Close attention to detail, good organisational skills, and the ability to develop and implement effective processes
  • Understanding of a range of structured programme and project management methodologies including Agile and PRINCE2
  • Experience of planning within the context of multiple commercial constructs with multiple suppliers.

Delivery Manager

Location: Central London

Start Date: 01 July 2019

End Date: 6 months

Day Rate: up to £600 per day

You will work closely with and report to the Senior Project Manager. You will have support from project support staff and colleagues within the team and will need to work closely alongside Business Change Managers, Portfolio Director and Business Analyst. The team covers all capabilities from Technical to business change.

You will be responsible for the project management of Infrastructure readiness of a major Programme. This looks to complete preparations required for user migrations to occur between current and target domains (including but not limited to application packaging/onboarding and AD/Exchange migration).

Skills / Experience:

  • Desktop Migration - Experience of managing desktop migration projects with particular focus on delivering AD and exchange migrations between separated domains.
  • Project Management – apply appropriate planning and progress monitoring tools to support IT development and deployment.
  • Governance – effective reporting and escalation through the project governance process including risks, issues, dependencies, progress and budgets.
  • Have existing valid SC Clearance or willing to undergo SC clearance. 
  • Recent experience of working in regulated Government environments.

UK Typhoon Mission Support Specialist

Location: RAF Coningsby, Lincolnshire

BACKGROUND:

The UK Government has signed a Memorandum of Understanding (MOU) with the Government of Qatar to provide: Pilot training through the UK Military Flying Training Service (UKMFTS); UK RAF experience for Qatari pilots through operation of a joint UK / Qatar Typhoon Squadron and Support to the Security of the Qatar World Cup through deployment to Country of the joint squadron in 2022. This agreement includes Electronic Warfare Operational Support (EWOS) in support of Typhoon Defensive Aids Sub-system (DASS) Mission Data (MD).  The production and testing of MD will be completed by BAE Systems under their Equipment supply contract, but its delivery will require Suitably Qualified & Experienced Personnel (SQEP) working with the Typhoon Mission Support Centre (MSC) at RAF Coningsby to complete the specialist aspects of the MD. 

The programme of work to meet these Government to Government commitments has already commenced and is now subject to a compressed timeline to deliver against the fixed outcomes. The MSC have 12 years’ experience of MD specification, production, test and improvement and they are considered to be world leading in the field.  Augmenting the MSC team with additional SQEP, specifically focussed on Qatar, is required to deliver efficient and effective outcomes for both Qatar and the UK Typhoon Force. The Qatar SQEP element of the MSC will consist of:

An Operational Specialist able to: conduct all MD Ops Team functions; manage Required Emitter List (REL) and Electronic Countermeasures (ECM) databases; provide technical SME advice to the development and testing of Typhoon Electronic Support Countermeasures (ESCM) and support DASS analysis task when required. Primary duties and responsibilities will include, but not be limited to, provision of specialist technical:

  • Support to the Typhoon MD team in the Ops role for the preparation, specification and delivery of Typhoon MD for Qatar.
  • Support in the preparation and development of deliverable documentation.
  • Advice to the Typhoon MD Management team on how to optimise the preparation and specification of Typhoon MD for Qatar.
  • Support to ECM activities within the Ops Team of the Typhoon MD Team.
  • Advice and support to test events.

You will be expected to have specialist technical knowledge to:

  • Review and conduct Analysis of Typhoon DASS specific aircraft recorded material.
  • Input to the requirements capture for Typhoon Analysis and MD tools.
  • Provide advice to DASS software and MD development.

Primary duties and responsibilities will include, but not be limited to:

  • Review and Analysis of Typhoon DASS specific aircraft recorded material.
  • Input to the requirements capture for Typhoon Analysis and MD tools.
  • Advice and support to test events.
  • Advice regarding DASS software and MD development.
  • Support to the Typhoon MD Team for the development and preparation of Typhoon MD for Qatar.
  • Support to the Defensive Aids Computer (DAC).

Additionally, as directed by OC MSC, each Mission Support Specialist will provide SME support that could include:

  • DAC, CCM, software development, database management and CCM manual construction and maintenance.
  • Radar and RF Management software development and database management for Qatar MD.
  • Qatar pilot liaison and feedback SME for Joint Sqn Ops.

Airborne Equipment Safety & Environment Manager

Location: MOD Abbey Wood

Knowledge or prior experience of Airborne Equipment parachuting systems would be an advantage but not essential. The resource would be expected to work as part of the Airborne Equipment safety and airworthiness branch of C17CSAE DT, as directed by the AE safety lead. Engineering Outputs that the Resource may contribute to include:

Through Life Capability Management:

  • Release To Service (RTS) / Airborne Equipment Release Certificate (AERC) - Final Report;
  • Release To Service (RTS) / Airborne Equipment Release Certificate (AERC) - Interim Report;
  • i.e. safety and airworthiness input to AERC submissions.

Certification, Safety, Security and Environmental: Legislative and Regulatory Compliance:

  • (Input to sections of the) Safety and Environmental Management Plan;
  • (Input to sections of the) Safety Management Plan;
  • Safety & Environmental Working Group Report i.e. the resource would be expected to organise and run a working group, hold a structured meeting so as to ascertain the information required from stakeholders, take minutes and compile a report which would serve as evidence to support hazard analysis, safety assessment or risk assessment;
  • Safety Case Report / Safety Assessment / Equipment Safety Assessment - Final Report;
  • Hazard Log Management Plan;
  • Alternative Means of Compliance (AMC) i.e. assess and compile evidence into a report and AMC submission to a DT LoAA holder;
  • Safety Case Report / Safety Assessment / Equipment Safety Assessment - Interim Report;
  • Hazard Identification and Analysis;
  • Hazard Log; i.e. the contracted resource would be expected to work proactively and independently to run the full hazard analysis process for an equipment system, including running hazard identification, hazard working group and hazard review board meetings with a wide range of stakeholders, documenting the evidence gathered and collating into the necessary hazard log and safety assessment report documentation.

Engineering Support to Decisions:

  • Committee or meeting minutes.

The AE safety team is split between RAF Brize Norton and MOD Abbey Wood locations. The resource will be based primarily at MOD Abbey Wood but will need to attend meetings at MOD Abbey Wood, RAF Brize Norton and potentially at contractor locations in UK as required by the task.
